Nothing is known of Sydney's background. He has a relative, Hattie Tanner, buried in Tumbleweed cemetery and another, Rosalie Tanner, buried at Odd Fellow's Rest. He appears to be rather religious.

Sydney can most often be found in Armadillo and Thieves' Landing, talking to people and walking about, but has been known to frequent other locations throughout New Austin, particularly on horseback. He can also be encountered in the wilderness, riding on a horse or a wagon with a few other NPC's.
He can also be encountered in a random encounter in which his horse has been rustled. The player can interact by getting the horse back or ignoring Sydney's plead for help. He can be seen in another random encounter where he and another man will ask Marston to deliver a wagon full of dynamite to a customer or the blacksmith.

It seems that Tanner is affiliated in some capacity with Jeb Murphy, the Armadillogunsmith, as Murphy will call out Tanner by name if they are in close proximity of one another.
He shares a very similar head model to Theodore Eaves and wears very similar clothes as well, at least in color. From a far, the two can easily be mistaken.
He wears the same outfit as Wyatt Driggers, the only difference being that Sydney also wears a bow tie on his shirt.
