Tape Measure is an item found in Red Dead Revolver.
As with all similar items, the Tape Measure is not used in the game beyond unlocking a journal page.
The Tape Measure can be purchased from the Tailor in Brimstone after completion of the mission "Railroaded". If not purchased, it remains available during subsequent visits to Brimstone.
