Nothing is known of Tobias' background, except that he works in the Thieves' Landing and Armadillosaloons. According to his quotes, he appears to be close with his mother.

Tobias Finkelstein can occasionally be found playing Blackjack in Thieves' Landing, and walking around the Armadillo saloon. He can sometimes be found cooking on the stove at the Armadillo saloon, but otherwise bids his time sitting at one of the tables or talking with someone (presumably his mother) on the phone near the entrance door.

Given the popularity of the scene and Rockstar's penchant for pop culture references, the surname Finkelstein could be a reference to Cheech & Chong's first feature-length film, Up in Smoke. In the film, Chong's character, Anthony Stoner, is being berated by his father for being lazy and unemployed. When Anthony is unresponsive his father threatens that if he doesn't find a job that day "we're shipping you off to military school with that goddamn Finkelstein shit-kid!".
It should also be noted that Tobias himself is quite lazy as well, walking around the saloons he works in, playing blackjack and sitting at the tables or sofa instead of working.
