Unaffiliated criminals or just Criminals are a hostile faction featured in Red Dead Redemption. They consist of outlaws that operate in small groups or on their own rather than being part of a major gang. Some of them also appear as bounty hunters that will attempt to hunt down John or Jack Marston if confronted.
Description[]
The "unaffiliated outlaws" are criminals that are not part of any major gang. Despite this, they do exhibit gangs behaviors, such as assisting fellow gang members in a fight, protecting bounty targets, using gang hideouts, and having specific territories. They can be found in all three territories of the map, usually in abandoned towns where they hide from the law. Some of them also appear as members of major gangs, such as Williamson's gang and Dutch's Gang, in certain story missions or random events.
The main factions are the Americans and the Mexicans. The American criminals in West Elizabeth however, consists only of African-Americans and are rarely encountered in the game. The American criminals use Tumbleweed as their gang hideout and they loiter everywhere in Thieves' Landing, while the Mexican criminals use Tesoro Azul as their gang hideout and some can be encountered Gambling in Casa Madrugada. The African-American criminals of West Elizabeth can only be encountered in random encounters, never in free roam.
It appears that the American faction (New Austin part) of the criminals and the Mexican ones are loosely allied to each other, as sometimes when the player hunts down a bounty target in Nuevo Paraíso, American criminals will chase after the player. It is also not uncommon for the Mexican bounty target to be surrounded by American criminals at his hiding place.
There is no outfit associated with the gang, because they are not considered an official gang.
Bounty Hunters[]
When Marston has a bounty on his head, criminals will band together to form bounty hunters posses and will pursue him in the wilderness. They use dogs to help themselves and like with the law enforcement, they may kill or capture the target, upon which the player will wake up the next day at the nearest jail cell. Since they are outlaws themselves, killing them will not add to the player's bounty and will not lower their honor.

Note: Even if killed/captured during certain random encounters or bounty hunting missions, these named criminals will respawn and can be found again at their usual hangout places or during other random encounters, making them appear as more of character types than single individuals.
New Austin[]
These criminals usually appear in New Austin, and all, except for Elmore Vinnis, appear as bounty hunters.

These criminals usually appear in West Elizabeth, either as outlaws or bounty hunters.

- Williamson's gang - all "New Austin Criminals" appear as members of the gang in the missions "Hanging Bonnie MacFarlane" and "The Assault on Fort Mercer".
- Irish (formerly) - several unaffiliated criminals used to be associated with Irish, until he betrayed them, causing them to seek revenge; they appear in the mission "We Shall Be Together in Paradise".
- Dutch's Gang - Granville Berry appears to be associated with the gang, as he accompanies them during several random encounters.
- Reyes' Rebels - Faustino Contreras appears as a member of Abraham Reyes' faction during the mission "An Appointed Time".

Trivia[]
- The criminals that appear during "We Shall Be Together in Paradise" are implied to be bounty hunters since Irish mentions having "a bounty or two" in Mexico.
- In the mission "We Shall Be Together in Paradise", most of the criminals are the Mexican ones, but for some reason, Spike Haggerty makes an appearance as one of them as well.
- The "West Elizabeth Criminals" are the least common since they mostly appear during random encounters. They don't appear during Nightwatch Jobs, and are not encountered in Tumbleweed in single-player, except for Charlie Hinkle.
- The Mexican unaffiliated criminals are never encountered in Free Roam.
- The Mexican unaffiliated criminals are the only ones to have a female criminal (Paloma Figueras), as the ones from New Austin and West Elizabeth only consist of male members.
- Faustino Contreras can easily be mistaken as a member of the Reyes' Rebels due to the similar headband he wears and even more similar outfit he wears.
- Jorge Reynoso is the only obese unaffiliated criminal in Nuevo Paraíso, while Raul Ontiveros is the only criminal to wear fancy clothes in the game.
