Nothing is known of Wesley's background safe that he appears to be a farmer working around New Austin. He may have a relative, Hoover Cowan, buried at Odd Fellow's Rest. However, Hoover could've had also been related to Burt Cowan.

Wesley can commonly be found in and around Armadillo, most often working in the animal pens and fixing things around town, including the coffins at Eldin Grubb's undertaking business. He can sometimes also be found riding on horseback or wagon through Rathskeller Fork or Ridgewood Farm. Sometimes he can also be found working at Ridgewood's, like tending to the cow corral or working at MacFarlane's Ranch. At nighttime, he may head to the campfire near the safehouse with the other workers.
He will also appear as a victim tied up at a cannibal's camp during the Random Encounters in New Austin. The player can choose to save Wesley, after which he'll give them a hug, or ignore him and the cannibal.

Trivia[]
During conversations, Wesley can be overheard complaining about getting "old horseshoes" when he purchased new ones and makes a mention of someone "short-changing folks". Considering the fact that Ira Shelton runs the Ira Shillings in town and is also complained about by Tobias Finkelstein for similar issues, Wesley appears to hold a certain grudge against him. Ira himself claims that people in Armadillo are afraid him.
